Update # 9 - Western Independence Party of BC

The Party has now recognised four constituency associations - Penticton,
Nanaimo, Victoria, and Vancouver.

Three sections of the Party constitution have been written, and brochures
and membership application forms are available from the Party and from the
constituency associations. The website is still under construction.

The Party plans to start its campaign for the next provincial election as
soon as the necessary preparations have been completed.

The Party is completing a reorganisation. A Party Council will fulfill the 
"central" role to coordinate the constituency associations, and the 
constituency associations will exercise their control over the central body 
via the Regional Council.

Long term planning is underway, and strategy is being set for the Party's 
campaign in the next election (2004 + - ) - a campaign that will open in 
the near future. When the present BC regime (ndp) has been replaced (by 
one that is not that much different - lib) and when we have consolidated 
our party structure, we will be ready to start placing our case before the 
people of BC.

The Party website is still under construction, and progress reports are 
sent regularly to members.

Below are biographical notes on 4 members of the founding Nanaimo group.

Born and raised in southern Manitoba. A retired Airline pilot, who has 
been heavily involved in Reform/Alliance from
1990-2001. Grandfather of 6. Lived in" banana-republics" that are better 
governed than Canada.
His feeling is that west of Ontario, our federal votes do not count, and

Norm Godfrey Membership Chairman

Raised in Vancouver, B.C. Was employed for 36 years
with MacMillan Bloedel, and retired in1989.

Has four children and eight grandchildren. Moved to Nanaimo in 1969
and remained a resident for 32 years.

Served on the board of the Nanaimo and District Homemakers Society for 10
years, with two years as president. Also served on the Council of the
Association of BC Professional Foresters for five years, and as president 
in
1990. Served three years on the board of the Nanaimo & District Canadian
Diabetes Association, with two years as president.

Is a member of the Alliance Party of Canada and has been a member of the
B.C. Reform Party. Also belongs to the National Citizens? Coalition, and
Canadian Against Bilingual Injustice, and supports the Canadian Taxpayers
Federation, and the Fraser Institute.

It was, therefore, an honour to be invited to become a founding member of
the Western Independence Party of British Columbia with its principles of

Update 7 - 3 Apr 2001 - Founding Provisions of the Party

A former leading name in BC politics is quoted as saying that "a mood of independence from Ottawa" exists in BC, and that if a provincial party is started that succeeds in establishing constituency associations, then the movement will not go back - it will go all the way. He may be right.

The Western Independence Party of BC now has two constituency associations formed - Penticton and Nanaimo - with others not far behind, so this new arrival on the BC political scene has grown since the last update.

A party constitution has been started, with sections dealing with constituency associations and membership. Several times some concern has been emailed to us from around the province about the party's aims and constitution. More than once people have told us how they have joined and worked for parties over the years, only to be disappointed when the party changed course, and now they want to know more about the Western Independence Party of BC before joining. The original group that founded this party had also suffered those same disappointments, and a decision was made early on to state the party's aims and then make it difficult, if not impossible, for "late joining members" to use their vote to steer the party in another direction.

So the first part of the constitution of the Western Independence Party of BC contains the founding provisions which state the party's intentions, and these are locked-in and unalterable for the protection of all party members who join us in good faith.

The founding members voted these unalterable provisions into place on 17 March 2001, and the party opened its membership to all BC voters who agree with the party's principles. (Everything else in this party will be controlled and decided by the membership).

Since that time two constituency associations have formed, and someone with "political experience and a proven success record" has decided to join us and work in the Lower Mainland (I have left that annoucement purposely vague for now, but it is encouraging news).

Below is an email version of Part One of the party's constitution (the Founding Provisions). The wording is slightly different from the drafts in a previous update, but the thrust and intention is exactly the same. The completed section on membership and the half-done section on constituency association are omitted here, but they are pretty standard stuff, and are amendable by members anyhow. As sections are drafted they will appear on the party's website, which exists but is not available to the public yet.

A draft has been started of a comprehensive BC Direct Democracy Act which will be the mechanism that will enable the BC voters to control their BC government on important issues in the future. The main concept here will be that the BC voters will decide if, when, and how, referendums will be held in BC. The government will be required to obey the decisions of the BC majority, which does not mean "mob rule" as politicians tell us - there are certain un-alienable rights which must be inviolate - but it does mean an end to government telling the voters which way BC society will go.

Before the Founding Provisions are biographical notes about two of the Nanaimo group. Two more to follow.

Part One

Founding Provisions (17 March 2001)

1 Name of Party

The provincial Western Independence Party of BC is referred to throughout
this constitution as "the Party".

2 Purposes and Principles

(A) The Purposes of the Party are:

(1) The primary purpose of the Western Independence Party of BC is to
empower the people of BC to take charge of their government.

(2) to field candidates of the Party for election to the Legislative
Assembly.

(3) to advocate and support the Principles of the Party as contained in
this constitution.
(4) to organise supporters and promote membership in the Party.
(5) to follow the principle of equality between men and women in the
Party.

(B) The Principles of the Party are:
(1) As government, the Western Independence Party of BC will cause a BC
constitution to be drafted by, and approved by, the voters of BC. The
constitution will define and limit the rights and powers that the people
grant to government, and will be amendable only by the voters.

(2) As government, the Western Independence Party of BC will, within 30
days, legislate an irrevocable BC Direct Democracy Act, comprising
Initiative, Referendum and Recall, which will be binding and workable.

(3) As government, the Western Independence Party of BC will act
immediately to regain control of all provincial jurisdictions and powers.
Where legislation by a Western Independence Party government, passed in
order to comply with the wishes of the majority of BC voters, runs contrary
to Canadian federal legislation, the BC legislation will prevail throughout
the province

(4) At the direction of the BC voters, a Western Independence Party
government will start negotiations with a view to entering a co-operative
federation with other like-minded provinces of western Canada.

(5) The official language of BC will be English, the international
language of business.



3 Authority of the Party constitution

This constitution is the source of all rights and responsibilities within
the Party, and is the final authority within the Party.

4 Amendments to the Party constitution

(A) Notwithstanding other provisions for amending this constitution, the
Founding Provisions in this constitution are unamendable (sections 1 to 4
inclusive).

(B) Should any part of, or amendment to, this constitution be in conflict
with the Founding Provisions in Part One, such parts and amendments will be
invalid.

Comments on the Priciples:
(B) The Principles of the Party are:

[Comment - Whatever method is used to draft a proper constitution for the
people of BC, the present-day practice of politicians to bundle issues and
to force voters to approve "packages" must be discontinued. Voters must
decide section by section (or clause by clause in the case of a
controversial matter). Methods devised to hold referendums electronically
must have a paper trail, and these methods can also be used in crafting the
BC constitution. The BC constitution should be amendable by government
initiative or by people intiative, subject to the required referendum.]

(2) As government, the Western Independence Party of BC will, within 30
days, legislate an irrevocable BC Direct Democracy Act, comprising
Initiative, Referendum and Recall, which will be binding and workable.

[Comment - the Swiss people have had their hands on the levers of power in
their country, and have been ironing out the kinks for 150 years. Using
that as a model, the party will be able to campaign for election with a
completely worded referendum Bill that the voters can see will be passed
within 30 days after taking power. Placed in the BC constitution, the
referendum system will safe from repeal by future governments and
politicians.]

(3) As government, the Western Independence Party of BC will act
immediately to regain control of all provincial jurisdictions and powers.
Where legislation by a Western Independence Party government, passed in
order to comply with the wishes of the majority of BC voters, runs contrary
to Canadian federal legislation, the BC legislation will prevail throughout
the province

This update was delayed for two reasons - Sorry

We have been reorganising here in Nanaimo and that caused some delay
because getting started on the right foot takes hours of meeting time. The
matter of memberships will be considered immediately after registration.
The other reason for the delay is the finalizing of the party's
registration. The Western Independence Party of BC is now a registered
provincial political party, subject to two minor items which should be
cleared in a matter of days. One government regulation requires us to make
a press release, which will be done before the end of the month for sure,
and which will be released to each of the 94 news outlets on our list (a
list that you folks helped put together, and thanks again). The press
release will mention in part that a primary purpose of the party is to
empower the people of BC to obtain direct democratic control of their
government.

So, roughly 8/10 weeks after our initial group meeting in Nanaimo, British
Columbia now has a provincial party (as far as we know, the only such
party) dedicated to taking power in Victoria, and to running BC the way
British Columbians want the province run, not the way Ottawa says it must
be run. We are a party determined to enact BC legislation to take back
from Ottawa all provincial jurisdictions as the BC voters direct or demand.

Where legislation by a Western Independence Party government, passed in
order to comply with the wishes of the majority of BC voters, runs contrary
to Canadian federal legislation, the BC legislation will prevail throughout
the province. Any subsequent federal retaliation by legislative or
economic means will be met by an expansion of BC government action to
comply with the wishes of the majority of BC voters at that time.

If the present harmonious relations between the province and Ottawa
deteriorate because of federal government retaliation against the taking
back of our provincial jurisdiction and authority, the fall-back position
of a government run by the Western Independence Party of BC would be to
institute the necessary legislation to ensure a smooth transition to full
sovereignty for the province.

With the above as a statement of our aim, and with the party on the verge
of inviting memberships from around BC, the following four major principles
will guide the party on being elected to power in Victoria :

1 There will be a British Columbia constitution, enacted by the people,
which establishes the rights and responsibilities of the citizens, and
which is amendable only by the citizens.

2 The citizens of British Columbia will be able to exercise the power and
authority to make decisions concerning how they will govern themselves.

3 Ultimate citizen control over government will be irrevocably established
through binding referendum, initiative, and recall.

4 "The official language for British Columbia shall be English, the
predominant
language of the world, and the language of international communication
in commerce, science, and medicine."



These 4 founding principles are the party's commitment to British
Columbia's voters and are not subject to vote or alteration in any way.
This is a necessary precaution to prevent the party subsequently being
flooded with a majority of new members bent perhaps on running the party
"off the tracks".

Party policy, on the other hand, will be opened to input from all members,
and discussion groups will be set up soon to start that process. People
and groups are encouraged to draft alternate versions of various policies,
and hold them until our email discussion groups can be started. A pilot
project along these lines has been running for a week or so now to iron
kinks out of a system to sift consensus from a group by email. Party
members with email will be needed to act as group leaders when we expand
this system beyond the experimental stage. It seems to be a brand new
concept, and it takes patience, but it holds promise for allowing large
amounts of policy input with a bare minimum of meetings.

If you received our previous updates you will have seen about 13
"principles" listed. Those are now considered to be in the realm of
Policy, rather than Principles, and will be further scrutinised, added to,
and changed, as input comes in from all you people who eventually join the
Party as members.

Membership is still on hold while we fulfill one or two things that need
doing first.

At a meeting of the Nanaimo and Victoria groups yesterday we had a chance
to get agreement on 4 basic large Principles which will guide the party
when it takes power in Victoria. I remind you again that these are not
fixed - they are a starting point. Input on them will start as soon as we
can get the branches organised enough to participate in email input on the
Party Principles. Branches are underway in Victoria, Vancouver, Kootenay
area, Bulkley Valley area, and would have been started in Prince George and
the Interior if we had had enough time.

If we had to state the objective of this Party in one sentence at this
time, it would probably be something like this. "The aim of the Western
Independence Party BC is to empower the people of BC to obtain direct
democratic control of their provincial government."

The four guiding principles towards that aim, as decided yesterday, but
which will be refined in futher discussions with all members, are:
1 There will be a British Columbia constitution, enacted by the people,
which establishes the rights and responsibilities of the citizens, and
which is amendable only by the citizens.

2 The citizens of British Columbia will be able to exercise the power and
authority to make all decisions concerning how they will govern themselves.

So there is something for you all to discuss, and to prepare suggestions
for improvement. We would all prefer a different word here and there, but
if we all agree on the main thrust, then we will soon be able to move on to
discussion of Policy that will implement those Principles. Gaining
consensus on all the policies will be a challenge, and if we are to avoid
sinking into the "topdown" mode of operating parties, we will have to be
patient and try to use email discussion (and group internet discussion -
such as with "firetalk" which was suggested by one supporter -
www.firetalk.com - and

) - we are going to have to break new ground on methods of operating,
and on ways of organising our energies. (Email discussions are not meant
to leave out those without email. We are capable of organising little
groups, each of which has at least one emailer to link the group with other
groups. One supporter has mentioned the existence of email machines from
Staples for roughly $100 plus $8 a month) Websites may also be of use
here, for distilling the thoughts of the majority concerning all the
policies we will need. Two websites are in the works for Nanaimo.

Our silence seems to indicate that nothing is happening, but this movement
in the West to take control of our own affairs is growing.  Incidentally,
this feeling has always been around the West, but this time we have
electronic communications, which makes organising quicker, and in a way,
easier.

Enquiries and suggestions and offers of help are still coming in daily to
the Western Independence Party BC.  We are using email as much as possible
to save time and to save the cost of postage, and we hope that this trend
can grow.  For instance, we are setting up a couple of pilot groups to draft
initial ideas on a couple of policy items, and we aim to reduce the physical
meetings of these groups to a minimum by exchanging drafts and revisions by email, with the
occasional phone call used.  On this, no one need feel as though Nanaimo is
going to tell everyone else how this party (or soon-to-be-party-one-day) is
going to be run.  Rest assured that a way will be found to allow maximum
input into Principles and Policy, maybe by gradually opening up these email
discussion groups to wider input (for instance, at the regional level) if
they prove to work.  Our intention is to register as a political party soon. 
Right now we are very busy with all the matters that have to be dealt with.

In the past, party policy, even in the so-called grass roots parties, seems
to have been set at an AGM, presumably because that seemed the only way to
operate, but we do not always have to work that way if a better way can be
found.  And a better way should be found, because to change policy once a
year at a meeting that 90% of the members can not attend, and where debate
is brief, is not ideal.  It takes time to allow maximum input, and then to
reach a consensus, and maybe email discussions will be an answer.  Not
everyone has email of course, but we are probably at a point where at least
one person in a small group can join an email discussion and present the
opinions of those in his/her group without email.  (By the way, read "her"
for "his", etc, and vice versa, from now on - we have too much to do to be
typing any unnecessary words)

We have reached a point where a group of contacts in the Lower Mainland are
about to meet and set up their own organisation and design their own
structure and take some of the workload off Nanaimo.  The administrative
details of exactly how this will work and how it will all be coordinated
will be ironed out as we go - we are breaking new ground and we will have
to find out what works best. We will all keep the main objective in view
(that is, we are going to be a political party one day that will be voted
into power in Victoria to run BC's affairs the way the BC voters decide)
and we will guard against egos and moles, and ignore the smearing that will
rain down on us.  You know that good ideas are first ignored, then
ridiculed, and finally copied or accepted, so no smears will deter us.  What
may concern the present establishment is that an independence web is forming that covers
all of BC.  We will soon have groups in north and south Island, the Valley,
the Interior, the Kootenays, and the Peace - and that in just a couple of
weeks that included the Christmas period.

Also, this has happened without any great advertising.  Two points might be
mentioned about advertising.  One, it would be helpful if people sent in to
us press clips that seem supportive of us (email, or snailmail)
because we can contact those writers to our advantage.  Ignore articles
that run us down - they can not deflect us, and they are wasting their time
trying to head off our movement, which is becoming more respectable every day.
Secondly, many people will support us when they know about us, so a very
brief and factual letter by all you good folks out there to the editor of
every small publication in your area will tell people that we exist, and where to
contact us, and who our contact is locally (that will be your name and phone number).
 Every town has several of these small "newsletters" that circulate. A
sample letter to the Editor is at the end of this email.

Our website is in the design stage and it will be putting our message out
there to the world before long, and it will reach far beyond BC.  Around
the world there is a general movement back to smaller units, and away from
globalism generally.  Here in the West we are in regular contact with
sister movements in Alberta and Saskatchewan, and we are exploring farther
north, too - the Yukon.  The minerals and other natural resources contained
in just these four units are extensive, not to mention the intelligent and
industrious inhabitants.  Many countries in the world are based on far
less.

The time is not too far away when we will be looking at a symbol for our
movement.  Ideas have been submitted for a Western flag, and we do need to
think about both a BC flag and a Western flag.  Theories seem to range from
staying close to the old familiar symbols and flags, to bringing in
completely new icons. Maybe we can use both.

Dis-satisfaction in the West has recently grown into a movement.

In the last four weeks The Western Independence Party BC has brought together BC
groups on the Island, the Mainland, the Valley, the Interior, the East, and
the North.  The party is also coordinating its growth with sister movements
in Alberta and Saskatchewan, and the Yukon has been approached.

The Western Independence Party?s view is that the experience of the last 40
years, coupled with the results of the recent election, have left us with no
alternative but to go it alone.  Separation from Canada appears to be the
only way we can expect to have a society where the citizens can decide the
manner in which they are to be governed.

Interested people can offer input, and receive regular updates.

1 At today's meeting the Nanaimo group voted to change their name to "The
Western Independence Party of British Columbia". This brings us into line
with the Alberta group who may soon adopt the name of "The Western
Independence Party of Alberta", and with the Saskatchewan group who may
take a similar name. The Saskatchewan group is starting to organise and
one contact is Jamie Gates, [saskindependence@home.com] 306 3843930 who
welcomes any names we can refer to him. I think I am accurate when I say
that all three groups anticipate some kind of union or federation further
down the road. And we are not ruling out others, for instance the Yukon
(we are trying to contact the Yukon Party )

2 Other than our name change, all decisions reached at today's meeting are
temporary in nature, because we recognise that while we must make an
immediate start on organising, we may want to change or improve early
decisions later. For example, please note that the statement of Principles
below is headed "First Draft". This statement will be enlarged and refined
at our next meeting, scheduled for Thursday 11 Jan 2001, but it gives
everyone an idea of our thinking.

3 We decided to implement a membership plan, and enrolment forms are being
printed right now. ($10.00 a year, and we won't turn down any donations
:) As an example of how our decisions may have to change, we recognise
that other Independence-minded groups in BC may want to join with us, or us
with them, and policy and administrative details like memberships may need
to change as others have input. But right now, someone has to "kick the
football out" as someone said, and we are willing to do that.
You can be assured that no one in our group is the regular politician type
- we are in this for the good of BC, not for personal gain.

4 We apologise if this update does not reach some people. We are sure
that we have all email enquirers listed, but some phone enquirers may fall
through the cracks at first. We are taking on a large job, and we hope you
will be patient with us. We are trying to plan well ahead in the future,
so that our first steps will be in the right direction. Your comments and

The Western Independence Party of B.C. is in favor of :-

1.  Political Independence

  Independence for British Columbia, and for those other Provinces and
Territories of Canada that wish to join us.

2.   Official Language

One official language, English.  Financial support for the learning of
English as a second language by new immigrants
will be provided.

3. New Constitution

  A new constitution developed by a Constitutional Assembly of citizens,
and adopted by the citizens through a referendum.
Changes to the constitution will require approval of the citizens through
a referendum.   The Charter of Rights and Freedoms will be abolished and
British Common Law reinstated.

4. The Right To Own Property

The right to own private property enshrined in the new constitution.

5. Official Multiculturalism

  The abolition of Official Multiculturalism.  Immigrants  will be
encouraged to assimilate.  The government will support and encourage ethnic
minorities to retain their culture, but no public money will be used for
this purpose.

6.   Immigration

Immigration policies that reflect the wishes of the citizens.

7.    Reduced Size and Scope of Government

The smallest government practicable.   Traditional fundamental freedoms of
speech, thought, belief, association, and opinion will be reinstated.

8.    Defence

Maintaining a military establishment. .

9.   Canada Pension Plan and UI

Continuing the Canada Pension Plan, Unemployment Insurance, and other
Government pensions in their present form,
until ratified or revised.

10.    Referendum, Initiative, and Recall

Enshrining in the constitution the right of referendum, initiative, and
recall,  to enable citizens to bring about change.

11.   Criminal Justice

Placing the protection of law-abiding citizens and their property, and the
punishment of crime, above all else.   Sentencing
for multiple crimes will be consecutive, and no automatic early parole
will be permitted.

12.   Government Procurement

Basing government purchases and contracts, to the fullest extent
practicable, on open public tender where transparency and
honesty are plainly visible.

7. Reduced Size and Scope of Government

The smallest government practicable. Traditional fundamental freedoms of
speech, thought, belief, association, and opinion will be reinstated.

Maintaining a military establishment. .

9. Canada Pension Plan and UI

Continuing the Canada Pension Plan, Unemployment Insurance, and other
Government pensions in their present form,
until ratified or revised.

10. Referendum, Initiative, and Recall

Enshrining in the constitution the right of referendum, initiative, and
recall, to enable citizens to bring about change.

11. Criminal Justice

Placing the protection of law-abiding citizens and their property, and the
punishment of crime, above all else. Sentencing
for multiple crimes will be consecutive, and no automatic early parole
will be permitted.

12. Government Procurement

Basing government purchases and contracts, to the fullest extent
practicable, on open public tender where transparency and
honesty are plainly visible.

This update was delayed for two reasons - Sorry

We have been reorganising here in Nanaimo and that caused some delay
because getting started on the right foot takes hours of meeting time. The
matter of memberships will be considered immediately after registration.
The other reason for the delay is the finalizing of the party's
registration. The Western Independence Party of BC is now a registered
provincial political party, subject to two minor items which should be
cleared in a matter of days. One government regulation requires us to make
a press release, which will be done before the end of the month for sure,
and which will be released to each of the 94 news outlets on our list (a
list that you folks helped put together, and thanks again). The press
release will mention in part that a primary purpose of the party is to
empower the people of BC to obtain direct democratic control of their
government.

So, roughly 8/10 weeks after our initial group meeting in Nanaimo, British
Columbia now has a provincial party (as far as we know, the only such
party) dedicated to taking power in Victoria, and to running BC the way
British Columbians want the province run, not the way Ottawa says it must
be run. We are a party determined to enact BC legislation to take back
from Ottawa all provincial jurisdictions as the BC voters direct or demand.

Where legislation by a Western Independence Party government, passed in
order to comply with the wishes of the majority of BC voters, runs contrary
to Canadian federal legislation, the BC legislation will prevail throughout
the province. Any subsequent federal retaliation by legislative or
economic means will be met by an expansion of BC government action to
comply with the wishes of the majority of BC voters at that time.

If the present harmonious relations between the province and Ottawa
deteriorate because of federal government retaliation against the taking
back of our provincial jurisdiction and authority, the fall-back position
of a government run by the Western Independence Party of BC would be to
institute the necessary legislation to ensure a smooth transition to full
sovereignty for the province.

With the above as a statement of our aim, and with the party on the verge
of inviting memberships from around BC, the following four major principles
will guide the party on being elected to power in Victoria :

1 There will be a British Columbia constitution, enacted by the people,
which establishes the rights and responsibilities of the citizens, and
which is amendable only by the citizens.

2 The citizens of British Columbia will be able to exercise the power and
authority to make decisions concerning how they will govern themselves.

3 Ultimate citizen control over government will be irrevocably established
through binding referendum, initiative, and recall.

4 "The official language for British Columbia shall be English, the
predominant
language of the world, and the language of international communication
in commerce, science, and medicine."



These 4 founding principles are the party's commitment to British
Columbia's voters and are not subject to vote or alteration in any way.
This is a necessary precaution to prevent the party subsequently being
flooded with a majority of new members bent perhaps on running the party
"off the tracks".

Party policy, on the other hand, will be opened to input from all members,
and discussion groups will be set up soon to start that process. People
and groups are encouraged to draft alternate versions of various policies,
and hold them until our email discussion groups can be started. A pilot
project along these lines has been running for a week or so now to iron
kinks out of a system to sift consensus from a group by email. Party
members with email will be needed to act as group leaders when we expand
this system beyond the experimental stage. It seems to be a brand new
concept, and it takes patience, but it holds promise for allowing large
amounts of policy input with a bare minimum of meetings.

If you received our previous updates you will have seen about 13
"principles" listed. Those are now considered to be in the realm of
Policy, rather than Principles, and will be further scrutinised, added to,
and changed, as input comes in from all you people who eventually join the
Party as members.

Membership is still on hold while we fulfill one or two things that need
doing first.

At a meeting of the Nanaimo and Victoria groups yesterday we had a chance
to get agreement on 4 basic large Principles which will guide the party
when it takes power in Victoria. I remind you again that these are not
fixed - they are a starting point. Input on them will start as soon as we
can get the branches organised enough to participate in email input on the
Party Principles. Branches are underway in Victoria, Vancouver, Kootenay
area, Bulkley Valley area, and would have been started in Prince George and
the Interior if we had had enough time.

If we had to state the objective of this Party in one sentence at this
time, it would probably be something like this. "The aim of the Western
Independence Party BC is to empower the people of BC to obtain direct
democratic control of their provincial government."

The four guiding principles towards that aim, as decided yesterday, but
which will be refined in futher discussions with all members, are:
1 There will be a British Columbia constitution, enacted by the people,

So there is something for you all to discuss, and to prepare suggestions
for improvement. We would all prefer a different word here and there, but
if we all agree on the main thrust, then we will soon be able to move on to
discussion of Policy that will implement those Principles. Gaining
consensus on all the policies will be a challenge, and if we are to avoid
sinking into the "topdown" mode of operating parties, we will have to be
patient and try to use email discussion (and group internet discussion -
such as with "firetalk" which was suggested by one supporter -

) - we are going to have to break new ground on methods of operating,
and on ways of organising our energies. (Email discussions are not meant
to leave out those without email. We are capable of organising little
groups, each of which has at least one emailer to link the group with other
groups. One supporter has mentioned the existence of email machines from
Staples for roughly $100 plus $8 a month) Websites may also be of use
here, for distilling the thoughts of the majority concerning all the
policies we will need. Two websites are in the works for Nanaimo.

Our silence seems to indicate that nothing is happening, but this movement
in the West to take control of our own affairs is growing.  Incidentally,
this feeling has always been around the West, but this time we have
electronic communications, which makes organising quicker, and in a way,
easier.

Enquiries and suggestions and offers of help are still coming in daily to
the Western Independence Party BC.  We are using email as much as possible
to save time and to save the cost of postage, and we hope that this trend
can grow.  For instance, we are setting up a couple of pilot groups to draft
initial ideas on a couple of policy items, and we aim to reduce the physical
meetings of these groups to a minimum by exchanging drafts and revisions by email, with the
occasional phone call used.  On this, no one need feel as though Nanaimo is
going to tell everyone else how this party (or soon-to-be-party-one-day) is
going to be run.  Rest assured that a way will be found to allow maximum
input into Principles and Policy, maybe by gradually opening up these email
discussion groups to wider input (for instance, at the regional level) if
they prove to work.  Our intention is to register as a political party soon. 
Right now we are very busy with all the matters that have to be dealt with.

In the past, party policy, even in the so-called grass roots parties, seems
to have been set at an AGM, presumably because that seemed the only way to
operate, but we do not always have to work that way if a better way can be
found.  And a better way should be found, because to change policy once a
year at a meeting that 90% of the members can not attend, and where debate
is brief, is not ideal.  It takes time to allow maximum input, and then to
reach a consensus, and maybe email discussions will be an answer.  Not
everyone has email of course, but we are probably at a point where at least
one person in a small group can join an email discussion and present the
opinions of those in his/her group without email.  (By the way, read "her"
for "his", etc, and vice versa, from now on - we have too much to do to be
typing any unnecessary words)

We have reached a point where a group of contacts in the Lower Mainland are
about to meet and set up their own organisation and design their own
structure and take some of the workload off Nanaimo.  The administrative
details of exactly how this will work and how it will all be coordinated
will be ironed out as we go - we are breaking new ground and we will have
to find out what works best. We will all keep the main objective in view
(that is, we are going to be a political party one day that will be voted
into power in Victoria to run BC's affairs the way the BC voters decide)
and we will guard against egos and moles, and ignore the smearing that will
rain down on us.  You know that good ideas are first ignored, then
ridiculed, and finally copied or accepted, so no smears will deter us.  What
may concern the present establishment is that an independence web is forming that covers
all of BC.  We will soon have groups in north and south Island, the Valley,
the Interior, the Kootenays, and the Peace - and that in just a couple of
weeks that included the Christmas period.

Also, this has happened without any great advertising.  Two points might be
mentioned about advertising.  One, it would be helpful if people sent in to
us press clips that seem supportive of us (email, or snailmail)
because we can contact those writers to our advantage.  Ignore articles
that run us down - they can not deflect us, and they are wasting their time
trying to head off our movement, which is becoming more respectable every day.
Secondly, many people will support us when they know about us, so a very
brief and factual letter by all you good folks out there to the editor of
every small publication in your area will tell people that we exist, and where to
contact us, and who our contact is locally (that will be your name and phone number).
 Every town has several of these small "newsletters" that circulate. A
sample letter to the Editor is at the end of this email.

Our website is in the design stage and it will be putting our message out
there to the world before long, and it will reach far beyond BC.  Around
the world there is a general movement back to smaller units, and away from
globalism generally.  Here in the West we are in regular contact with
sister movements in Alberta and Saskatchewan, and we are exploring farther
north, too - the Yukon.  The minerals and other natural resources contained
in just these four units are extensive, not to mention the intelligent and
industrious inhabitants.  Many countries in the world are based on far
less.

The time is not too far away when we will be looking at a symbol for our
movement.  Ideas have been submitted for a Western flag, and we do need to
think about both a BC flag and a Western flag.  Theories seem to range from
staying close to the old familiar symbols and flags, to bringing in
completely new icons. Maybe we can use both.

Dis-satisfaction in the West has recently grown into a movement.

In the last four weeks The Western Independence Party BC has brought together BC
groups on the Island, the Mainland, the Valley, the Interior, the East, and
the North.  The party is also coordinating its growth with sister movements
in Alberta and Saskatchewan, and the Yukon has been approached.

The Western Independence Party?s view is that the experience of the last 40
years, coupled with the results of the recent election, have left us with no
alternative but to go it alone.  Separation from Canada appears to be the
only way we can expect to have a society where the citizens can decide the
manner in which they are to be governed.

1 At today's meeting the Nanaimo group voted to change their name to "The
Western Independence Party of British Columbia". This brings us into line
with the Alberta group who may soon adopt the name of "The Western
Independence Party of Alberta", and with the Saskatchewan group who may
take a similar name. The Saskatchewan group is starting to organise and
one contact is Jamie Gates, [saskindependence@home.com] 306 3843930 who
welcomes any names we can refer to him. I think I am accurate when I say
that all three groups anticipate some kind of union or federation further
down the road. And we are not ruling out others, for instance the Yukon
(we are trying to contact the Yukon Party )

2 Other than our name change, all decisions reached at today's meeting are
temporary in nature, because we recognise that while we must make an
immediate start on organising, we may want to change or improve early
decisions later. For example, please note that the statement of Principles
below is headed "First Draft". This statement will be enlarged and refined
at our next meeting, scheduled for Thursday 11 Jan 2001, but it gives
everyone an idea of our thinking.

3 We decided to implement a membership plan, and enrolment forms are being
printed right now. ($10.00 a year, and we won't turn down any donations
:) As an example of how our decisions may have to change, we recognise
that other Independence-minded groups in BC may want to join with us, or us
with them, and policy and administrative details like memberships may need
to change as others have input. But right now, someone has to "kick the
football out" as someone said, and we are willing to do that.
You can be assured that no one in our group is the regular politician type
- we are in this for the good of BC, not for personal gain.

4 We apologise if this update does not reach some people. We are sure
that we have all email enquirers listed, but some phone enquirers may fall
through the cracks at first. We are taking on a large job, and we hope you
will be patient with us. We are trying to plan well ahead in the future,
